This is a logical step when one considers how much residents living in public and private estates have in common, not just in terms of physical location but also aspirations for themselves and their families. It is also timely, given the findings of a recent survey on social capital which found that the sharpest social divide in Singapore is now based on class, rather than race or religion. The Institute of Policy Studies study found that people from elite and non-elite schools, and those who live in public and private housing, are not mixing sufficiently to allow for an easy crossing of these social divides.
