The Institute of Policy Studies (IPS) is a policy research think-tank in the Lee Kuan Yew School of Public Policy, National University of Singapore.
The Business Solutions Manager will play a crucial role in managing and optimising the Institute's IT requirements, and drive the seamless integration of technology solutions into the Institute's operations. This position is responsible for identifying opportunities; setting objectives; implementing policies; and managing budgets, schedules, projects, websites; as well as ensuring the smooth adoption and integration of technology across various units and stakeholders.
The job scope includes:
• Manage the Institute’s annual Information Technology budget effectively, allocate resources efficiently, and identify cost-effective technology solutions.
• Develop project documentation like project charter, business requirement documents, project schedules, work plans, project estimates and resource plans, involving all relevant stakeholders and ensuring technical feasibility.
• Coordinate internal and external resources in the execution of projects and be the primary point of contact between NUS IT, vendor and Institute.
• Ensure that all assigned projects are delivered on-time, within scope and within budget.
• Conduct comprehensive market surveys and research to identify innovative solutions for upgrading end-user technology and optimising digital marketing and other business solution technology.
• Develop, enhance, and enforce standard operating procedures and guidelines for technology deployment and management processes to promote operational efficiency and consistency.
• Administer day-to-day operations, overseeing asset management, software license management, and equipment administration.
• Procure computing devices, accessories, software, audio-visual equipment, associated accessories, and services necessary, software licenses, annual maintenance renewal, etc for business operations, ensuring adherence to quality standards, functionality requirements, and value for money.
• Monitor and maintain optimal stock levels of computing devices, accessories, and software licenses. Anticipate demand, coordinate with vendors for timely replenishment, and ensure accuracy of the asset list in compliance with internal policies and procedures.
• Establish and maintain an effective business continuity plan, conduct regular assessments, and implement measures to ensure seamless operations during disruptions.
• Perform risk management to minimise project risks and audit issues.
• Manage tenders, quotations and other procurement processes as well as external vendors.
• Collaborate with teams to design and develop solutions including proof of concepts.
• Conduct technical feasibility studies and analyse requirement specifications for new and enhancements to business applications.
• Work with the Institute's project teams to clear NUS level IT related forums.
Applicants must:
• Bachelor’s degree in Information Systems, Computer Science, or equivalent.
• Minimum 5 years of relevant experience in web project management, stakeholder management, completed at least 2 rounds of Software Development Lifecycle, Windows and Linux Server patching, security vulnerabilities patching etc, as well as budgeting and procurement.
• Advantageous to have at least 2 years of experience in a business analyst role, demonstrating a strong understanding of business processes and requirements analysis. Possess knowledge of Java, Spring Framework, C#, ASP.NET, ASP.NET MVC, web programming and integration tools such as HTML5, CSS3, JQuery, Bootstrap, Rest, JSON and XML would be an advantage.
• Proven experience in technology integration, project management, or a related role, demonstrating strong problem-solving skills and the ability to navigate complex challenges.
• Demonstrated ability to collaborate effectively with cross-functional teams and stakeholders from diverse backgrounds, leveraging strong communication and interpersonal skills.
• Multidisciplinary skills, with the ability to understand and work with various technology solutions, adapt to evolving trends, and bridge the gap between technical and non-technical stakeholders.
• Familiarity with emerging technologies and industry best practices.
