Nudging is a popular tool of co-production used by governments worldwide. Billed as a low cost, high impact solution, it has been used to co-produce healthy lifestyle/food choices, control of infectious diseases, energy conservation, recycling, retirement planning, among others. However, little is known about nudging as a tool of co-production.
PUB introduced Automated Meter Reading (AMR) infrastructure in 2016 as trial project.
To drive water efficiency within households, PUB has introduced new water conservation programmes. One such programme is the AMR trial. An AMR-enabled water meter registers and transmits hourly water consumption data to PUB. The residents can access this data to track their detailed water consumption using the app in their mobile phone. The app also sends leakage and high usage notifications.
We report on the results of the first field experiment on the effects of digital nudging to encourage household water conservation in Singapore.
