Joshua Sim is Associate Director for strategic planning at IPS. He works closely with Deputy Director (Research) to implement IPS’ research strategy with internal and external stakeholders. His work seeks to establish operational data collection and analytical mechanisms for the institute to monitor, manage and articulate its contributions to the impact of its applied policy research work. His role also involves conducting strategic planning for IPS, including forecasting of resourcing needs and investments in manpower and other critical service delivery processes.
Prior to IPS, Joshua had served in research management and administration roles at various government agencies. He left the civil service in 2020 to join the Institute of Singapore Chartered Accountants as Senior Research and Insights Manager, and joined IPS in 2025.
Joshua Sim graduated from the National University of Singapore (NUS) with a 2nd Upper Honours Bachelor’s Degree in Social Sciences (Sociology) in 2010. He is a scholarship recipient for a Master’s Degree in Social Sciences (Sociology) and graduated as Best Master Graduate of Social Sciences in the Faculty of Arts and Social Sciences (Sociology) in 2013.
