Call for Papers - CAG Cyber Conflict Workshop

We would like to invite abstract submissions for the upcoming Cyber Conflict: Lessons from the Indo-Pacific workshop, organised by the Centre on Asia and Globalisation (CAG), Lee Kuan Yew School of Public Policy (LKYSPP) and in collaboration with the Digital Issues Discussion Group (DIDG). The workshop will be held in Singapore on October 14-15, 2024.

While our understanding of cyber conflict is often informed by the experience of European or North American states, these are not representative of the phenomenon. With the evolving intricacies of cyber conflict, we must broaden our focus beyond these cases. As such, the Indo-Pacific demands scholarly attention, given its diverse geopolitical landscape and the distinct social, political, and technological challenges it faces. Acknowledging this region's unique character can deepen our understanding of cyber conflict, which is essential for future scholarly and policy endeavours. Consequently, the workshop will offer a platform to discuss the nature of cyber conflict in the context of the Indo-Pacific. Keeping this in mind, we seek submissions on topics including, but not limited to:

• Evaluating the nature of cyber conflict within the Indo-Pacific as either competition, coercion, or subversion.
• The emergence of regional norms in the wake of global initiatives such as the UN-GGE and the UN-OWEG.
• Cyber capacity- and capability-building through imitation or innovation.
• Cybersecurity and the role of alliances in promoting security and stability.
• Characterising and mitigating disinformation and influence operations in the region.

Please submit abstracts of 200-300 words as either .pdf or .doc files via email to by May 1, 2024. Kindly indicate in the subject line of your submission, "CAG Cyber Conflict Workshop".

We will communicate accepted submissions by early July. Full paper submissions of 8,000-10,000 words will be due October 1, 2024, and will be shared with all the participants before the start of the workshop. Following the workshop, a special issue and/or edited volume will be proposed depending on the quantity and quality of submissions.

Kindly note that the CAG will provide economy-class airfare to and from Singapore, an honorarium, and accommodations for up to three nights for accepted participants.
