Coding the 21st Century - Cyber Diplomacy and the Future of International Relations

Cyber used to be technical, but is now increasingly political. How new technologies are used by states, both towards their own societies and across borders, will have deep consequences for 21st century politics, economics and society. Emerging powers are developing cyber capabilities that often match those of developed economies, especially in Asia, raising a raft of complex emerging security challenges. As two important new United Nations processes begin on cyber diplomacy, how can peace and security be advanced in cyberspace? Can an international cyber order be sustained that also protects rights? Alexander Evans, Britain's top cyber-diplomat, will speak off-the-record outlining a vision for how diplomacy can develop a new regime to manage and prevent future cyber conflicts.
