COP 26 highlighted near-term emissions reductions in addition to longer-term net-zero. Top-down, nationally driven solutions remain difficult, however, given pervasive domestic partisan gridlock, constrained finances, and lack of technological expertise. At the same time, non-state and subnational actors (e.g., businesses, non-profits, and local and regional communities and governments) across the globe have arisen as possible alterative and complementary avenues for climate and sustainability action. Building on such momentum, this panel aims at advancing our understanding of the role and potential of non-state and subnational actors in addressing Asia’s climate and sustainability challenges. In particular, we will discuss and assess possible synergies and countervailing effects of non-state and subnational climate and sustainability action as well as actionable policy solutions. Featured speakers include policymakers, academic thought leaders, entrepreneurs, and passionate members of the civil society.
