This case study looks into the shortage of practicing nurses in the Philippines and how it came about. First, it traces the history of how Filipino nurses were tailored for labour export, what kinds of problems this created for the domestic labour market, and how such problems worsened during the pandemic. It then identifies factors that continue to drive nurses out of the country or out of the profession, policy options to address these factors, and their pros and cons. Finally, the case discusses what steps the Philippine government has taken to address the shortage and how effective these have been.
