Ms Chan Lai Fung has a distinguished service record, having served 36 years in the Singapore Public Service. During her career, Ms Chan has helmed Permanent Secretary roles for 18 years, in various portfolios including Law, Finance, Education and Science & Innovation. She brings along a wide range of practitioner-based experience and knowledge that is relevant to the School’s Advanced Governance programmes.

Ms Chan’s major achievements in public administration included developing a vibrant legal sector as an engine of growth and strengthening Singapore’s position as a premier international legal services dispute resolution hub. In education, she led MOE to make fundamental changes to education policies, including the revamp of the Primary School Leaving Education, primary school admissions, and the introduction of Subject-Based Banding. She also strengthened preschool education through various efforts. Ms Chan also spearheaded the development of the Research, Innovation and Enterprise (RIE) 2025 Plan, developed new governance frameworks, and led cross-agency efforts to strengthen the public sector’s science and technology capabilities.

Ms Chan is currently serving as Deputy Chairman of NTUC Health and a Board member of SATS Ltd.

Ms Chan has a Bachelor degree in Economics (First Class Honours) from Monash University, Australia. She is a recipient of the Meritorious Service Medal (National Day Award) in 2020.
