What can the United Nations do about digital cooperation?

The scale, spread and speed of change brought about by digital technology is unprecedented, and the current means and levels of international cooperation are unequal to the challenge. On July 12th 2018, UN Secretary General Antonio Guterres announced the launch of a new High-level Panel on Digital Cooperation, whose mandate is to conduct a multiactor, global consultation and provide fresh recommendations for strengthening cooperation on key digital issues for the benefit of all humanity. What priority issues for digital cooperation in Southeast Asia and for ASEAN regional integration which the Panel should consider? More on the Panel here.
