Politics of Policy Experimentation

Policy experimentation and piloting can play a key role in designing innovative solutions for complex policy challenges. While this is recognized in theory there are challenges that hinder routine use of policy experiments and pilots by governments for improving policy practice. These challenges often relate to the politics around the design and deployment of these experiments, perceptions of stakeholders, including citizens regarding the construct and outcomes of these efforts and challenges in replication of success observed at the experimental stage on scaling up.

This session brings policy practitioners and researchers together to unpack what experimentation and an ‘experimental mindset’ entail for policy research and practice. The panellists will deliberate on issues such as: 

1. the dilemmas and challenges that persist in embracing an active experimentation culture by governments,
2. the role of diverse stakeholder groups in creating an enabling environment for policy experimentation,
3. sharing of insights from foresights thinking, behavioural public policy and social policy innovation and observations of policy experimentation by governments in Asia
