"Recent reactions suggest a convergence in the near future, where regimes will look to one another when considering how to regulate big tech, be it in the area of speech governance or market regulation," said Dr Carol Soon, a senior research fellow and head of the society and culture department at the Institute of Policy Studies.

Dr Soon suggested having a council with representatives from the government, the private sector such as tech firms, and civil society to decide on the priorities and norms governing online speech, and what actions should be taken under different situations.
"The guidelines would be developed based on a deliberation and consensus building - involving diverse voices - of the societal norms and values that should govern online speech," she said.
