Accelerating Clean Technology Innovations through Anticipatory Policy Analysis

Collaborative Regional Capacity Building Workshop

The urgency of accelerating Indonesia’s clean energy transition has never been greater. While the country is endowed with abundant renewable energy potential and has articulated strong policy ambitions, progress in the deployment of solar PV and EVs has so far been more gradual than transformative. This reflects a set of institutional lock-ins shaped by long-standing coal-based development pathways, established tariff approval processes, and complex governance arrangements that continue to favour incumbent high-carbon systems.

At the same time, recent research and policy dialogues, including the “Policy Pathways and Reinforcing Coalitions for Sustainable Transitions in Southeast Asia” workshop (Singapore, July 2025), suggest that anticipatory policy design exercises themselves can serve as a catalyst for institutional change and well-designed policies can help generate reinforcing feedback, broaden supportive coalitions, and progressively anchor low-carbon transitions.

Building on this insight, the upcoming Regional Capacity Building Workshop aims to apply the Integrative Anticipatory Policy Design (IAPD) framework by drawing on a science-based Policy Learning Protocol to co-generate, and identify, meaningful pathways to accelerate solar and EV trajectories in Southeast Asia. The workshops will bring together government officials, think tanks, industry leaders, and international organizations to co-generate actionable strategies that can unlock sustainable change.
