About The Programme

Professional Development Course on Communications (PDCC) is a new initiative by the Lee Kuan Yew School of Public Policy (LKYSPP) designed to build workplace-ready communication skills among students and public participants.

PDCC2: Strategic Communications for Public Policy Professionals is the second of two standalone modules. While participants may choose to enroll in either PDCC1 or PDCC2 independently, those who complete both will earn a Professional Certificate in Communications. There is no prerequisite to complete PDCC1 before PDCC2.

This course focuses on understanding and developing communication strategies and distilling them into practical communications plans. It covers content development, media relations, impact of AI and the use of social media platforms to communicate organisational goals effectively.

Participants will learn the principles of strategic communications planning and implementation in public policy management. Through applied learning, group projects, and hands-on exercises, participants will be equipped to lead communications efforts in today’s dynamic and complex environments.

PDCC 2 is for both students and working professionals looking to enhance their strategic communication skills.

    Koh Juat Muay, Chief at Nano-E

    Juat has more than 35 years of management experience in the public, private and non-profit sectors. She was the chief executive of a non-profit organisation set up to develop cultural diplomacy between countries. Prior roles include managing director and regional chief executive of a public relations agency; director of marcom for an arts management company; centre director for an arts space that promotes Singapore artists/art history; and search director for a global executive search firm. She served on the Council of the Institute of Public Relations of Singapore as President for two terms (2021-2024). Her passion is in organisational well-being where people and process are in harmony, and the appreciation of individuals, society, and diversity amidst an evolving social-economic and communications culture. Areas of expertise includes positive communications, people development, and personal performance coaching. She developed “8lueprint (2019)” - a concise approach to corporate and communications planning and published a tool-book titled “One Dish Wonder: A Simple Recipe To Manage Communications Risks (2011)”. Juat holds a Masters in Organisational Leadership (Monash University) and a Bachelor Of Arts in Literature & Language (National University of Singapore). She is a Masters Solutions Focused Practitioner and an Accredited Member of the Institute of Public Relations of Singapore.
