About The Programme

Public sector managers and policymakers must deliver timely, high-quality and workable solutions to complex and constantly evolving socio-political, economic and sectoral challenges. This demands a thorough understanding of how to formulate and execute policies with real impact, how to identify problems on the ground and what are the different approaches to distinct, yet interrelated policy issues.

Essentials of Policy Development imparts detailed foundational knowledge and theoretical frameworks of the policy development process, from conceptualising public policy to evaluating options and measuring outcomes and impact. The programme combines interactive lectures, discussions of policy case studies and facilitated group work to complement conceptual learning with practical training.

Learning Outcomes

Understand the policy cycle and the gaps that need to be addressed in policy development
Acquire the political, administrative and analytical acumen needed to shape policy development and sharpen technical skills in each stage of the policy development process.

Programme Format

This will be an online programme that consists of lectures, group activities, and panel discussions with faculty.
Online Zoom Sessions will be held from 3 pm to 5 pm on 2, 5, 9, 12, 16 and 19 Feb 2026 and 3 to 6 pm on 23 and 26 Feb 2026 (Singapore Time).
Attendance for all sessions is compulsory.
At the end of this short course, you will be conferred a Certificate of Completion.

Our Faculty

CAROLINE BRASSARD, Adjunct Assistant Professor, Lee Kuan Yew School of Public Policy

Caroline Brassard worked as an economist for the Government of Ontario in Canada, and then undertook research and long-term consultancy work on poverty reduction strategies for several international non-governmental organizations in developing countries, including United Nations Children’s Fund in Madagascar, CARE in Bangladesh and Save the Children in Vietnam. She then went on to undertake a PhD in Economics at the University of London, where she taught empirical analysis for economics and management for two years, prior to joining the LKY School of Public Policy. Caroline continues to consult with various international organizations including the United Nations Development Program and she teaches on aid governance, research methods, economic development policy, poverty alleviation strategies and empirical analysis for public policy. Her current research focuses on aid governance in Bhutan, Nepal, Indonesia and Vietnam, comparing policies to alleviate poverty and reduce inequalities, Bhutan’s development based on Gross National Happiness and the development policy lessons from the Post-Tsunami reconstruction in Aceh, Indonesia.

LEONG CHING, Vice Provost (Student Life), National University of Singapore and Associate Professor, Lee Kuan Yew School of Public Policy

Leong Ching is Vice Provost (Student Life) and Associate Professor at the Lee Kuan Yew School of Public Policy, National University of Singapore (NUS). Her research lies in the intersection of institutional theory and public behaviours. She is among the group of early scholars to focus on the “behavioural turn” in the policy sciences which led to the field of behavioural public policy. She holds graduate degrees in economics, information technology and philosophy. She uses field experiments and novel methods to explore key behavioural puzzles including honesty in public behaviours, trade-offs between the environment and self-interest and willingness to accept vaccines.

DERRICK CHAM, Head of AI, RGE Digital

Derrick is the Head of AI at RGE, a global resource-manufacturing conglomerate and one of the world's largest producers of palm oil, pulp, and paper. He leads a multidisciplinary team of 15 Data Scientists, Data Analysts, and Machine Learning Engineers, building AI-powered solutions across Computer Vision, Generative AI, and Time Series forecasting. His team focuses on operationalizing AI to improve efficiency, sustainability, and decision-making in a complex industrial environment. Previously, Derrick was an Assistant Vice President at OCBC, where he built and deployed credit decisioning models to enhance risk assessment and lending strategies. Before that, he served as a Staff Data Scientist at OVO, driving AI initiatives in insurance and investment products. He also contributed to AI adoption in the public sector as a Data Scientist at GovTech, where he worked on machine learning solutions for government agencies. His experience spans both private and public sectors, giving him a unique perspective on applying AI across different organizational contexts.

LAWRENCE JIN, Assistant Professor, Lee Kuan Yew School of Public Policy

Lawrence is an assistant professor of economics at the Lee Kuan Yew School of Public Policy. His research interests are in behavioral economics (primary), health economics, environmental economics, and cost-benefit analysis.

JARED POON, Principal Consultant, Counter-Fictional

Jared Poon runs Counter-Fictional, which aims to help individuals, teams, and organizations tell healthier stories about ourselves and one another. Previously, he was at Singapore's Prime Minister's Office (Strategy Group) as well as the Ministry of Culture, Community and Youth, doing whole-of-government capability building work in futures thinking and citizen engagement. He was part of the team who developed and designed the last two National Scenarios exercises for the Singapore government. He is currently a Fellow with the Lee Kuan Yew School for Public Policy, and Adjunct Faculty with the Chandler Institute for Governance. He obtained his PhD in Philosophy from the University of California, Davis, specializing in evolution and the objectivity of moral norms. He also holds an MA in Philosophy from the University of Florida, and a BA in Psychology and Philosophy from the University of Virginia. Jared has taught and facilitated extensively, both in the US and in Singapore, both in the Public Service and outside, always with a focus on conversations of depth and meaning. He has a special interest in metaphors, storytelling games, and cats.
