About The Programme

Public sector managers and policymakers must deliver timely, high-quality and workable solutions to complex and constantly evolving socio-political, economic and sectoral challenges. This demands a thorough understanding of how to formulate and execute policies with real impact, how to identify problems on the ground and what are the different approaches to distinct, yet interrelated policy issues.

Essentials of Policy Development imparts detailed foundational knowledge and theoretical frameworks of the policy development process, from conceptualising public policy to evaluating options and measuring outcomes and impact. The programme combines interactive lectures, discussions of policy case studies and facilitated group work to complement conceptual learning with practical training.

Learning Outcomes

This in-person programme will consist of lectures, group activities, and panel discussions with faculty.
Sessions will be held from 9 am to 5 pm on 18 -21 Aug 2025 from (Singapore Time)
Attendance for all sessions is compulsory.
At the end of this short course, you will be conferred a Certificate of Completion.

Our Faculty

CAROLINE BRASSARD, Adjunct Assistant Professor, Lee Kuan Yew School of Public Policy

Caroline Brassard worked as an economist for the Government of Ontario in Canada, and then undertook research and long-term consultancy work on poverty reduction strategies for several international non-governmental organizations in developing countries, including United Nations Children’s Fund in Madagascar, CARE in Bangladesh and Save the Children in Vietnam. She then went on to undertake a PhD in Economics at the University of London, where she taught empirical analysis for economics and management for two years, prior to joining the LKY School of Public Policy. Caroline continues to consult with various international organizations including the United Nations Development Program and she teaches on aid governance, research methods, economic development policy, poverty alleviation strategies and empirical analysis for public policy. Her current research focuses on aid governance in Bhutan, Nepal, Indonesia and Vietnam, comparing policies to alleviate poverty and reduce inequalities, Bhutan’s development based on Gross National Happiness and the development policy lessons from the Post-Tsunami reconstruction in Aceh, Indonesia.

WOO JUN JIE, Senior Research Fellow, Institute of Policy Studies.

Jun Jie (JJ) is a Senior Lecturer at the Lee Kuan Yew School of Public Policy in the National University of Singapore, where he was also previously Senior Research Fellow at the Institute of Policy Studies. Prior to joining NUS, Jun Jie was Assistant Professor and Programme Leader at the Education University of Hong Kong, where he led the formation of a Bachelor’s Degree programme in Policy Sciences and Management. Before that, he was Assistant Professor at Nanyang Technological University, where he won the inaugural Community Research Fellowship for his service learning initiatives. From 2016 to 2017, he held the prestigious Rajawali Fellowship at the John F. Kennedy School of Government, Harvard University. His research interests include urban policy, economic development, and crisis management in Asia. He has published several books on Singapore’s development as a global financial centre. His research has also been published in leading SSCI journals. Jun Jie received his PhD from the Lee Kuan Yew School of Public Policy, National University of Singapore. He holds an MSc in International Political Economy from the S. Rajaratnam School of International Studies at Nanyang Technological University and a BSc (First Class Honours) in Economic and Management from the London School of Economics.

LEONG CHING, Vice Provost (Student Life), Dean of Students (Office of Student Affairs) and Associate Professor at the Lee Kuan Yew School of Public Policy

Associate Professor Leong Ching is Vice Provost (Student Life) at the National University of Singapore (NUS). She is also concurrently Dean of the Office of Student Affairs. Assoc Prof Leong’s research interests include water policies, environmental behaviour, public sector reform, and communications strategies. Her current research project includes the use of smart meter to motivate reduced water use, negative spillovers in response to non-economic incentives, and the impact of narratives on governance. She also researches on Asian countries and cities including China, Jakarta and Manila, in addition to Singapore. Assoc Prof Leong’s teaching interests include Public Management, Leadership and Logic. She teaches a course “Urban Water Governance” at the Lee Kuan Yew School of Public Policy at NUS, and is the resident advisor at College Green hostel. She also writes widely on water issues in the media with articles in national newspapers and specialised water journals. Her work has appeared in the Journal of Public Administration Research and Theory (JPART), Global Environmental Change, and International Journal of Water Resources Management. Her commentaries have been published in The New York Times, International Herald Tribune, The Jakarta Post, China Daily, as well as newspapers in Singapore.
