Profile

Dr Gillian Koh is Deputy Director (Research) at the Institute of Policy Studies and Senior Research Fellow and Head of its Politics and Governance research cluster which focuses on analysis relating to party and electoral politics, the development of civil society, state-society relations, citizen engagement in Singapore.  

She led the research teams that generated the three IPS Post-Election Surveys (2006, 2011, 2015) and two surveys on how Singapore residents coped with the 2008-2009 Global Financial Crisis. Most recently, she was coordinator of the IPS scenario-planning project for Singapore in the year 2026 called “Action Plan Singapore” in the same way that she had led the project called “IPS Prism” that generated scenarios of governance in Singapore in 2022. In 2013, she was the lead researcher behind the IPS Conference on Civil Society held in November 2013 and with Dr Carol Soon, co-edited the papers in a book titled, Civil Society and the State in Singapore (World Scientific Publishing Europe Ltd.). She has published several articles on the development of civil society in Singapore. She was also co-editor of Migration and Integration in Singapore. Policies and Practice (Routledge, 2015) as the research cluster develops into the identity politics that arises from immigration.

Dr Koh gained her PhD in Sociological Studies from the University of Sheffield (UK) in 1995 where she also obtained her Master of Arts in Third World Studies in 1989.  She has been at IPS since.
