Towards a water efficiency policy? Evidence from regulations in Los Angeles and Singapore

Water efficiency regulations is a part of the next-generation push in water demand management in many cities, especially so in Los Angeles and Singapore. While differing in political context and institutional arrangements, the rationale for and intended goals of water efficiency policies between the two jurisdictions are remarkably similar. While not yet explicitly policy, the laws and management of water efficiency in LA and Singapore demonstrates its policy potential. This presentation gives an overview of the theory and practice of water efficiency policy, discusses the issues, limitations, barriers to, and consequences of, efficiency, and potential compliments and contradictions with sustainable urban development.
