{"id":2088,"date":"2026-02-12T06:04:11","date_gmt":"2026-02-12T06:04:11","guid":{"rendered":"https:\/\/lkyspp.nus.edu.sg\/ips\/rric\/?post_type=publication&#038;p=2088"},"modified":"2026-02-12T06:29:07","modified_gmt":"2026-02-12T06:29:07","slug":"why-dei-training-often-falls-short-unpacking-structural-and-behavioural-barriers-to-behavioural-change","status":"publish","type":"publication","link":"https:\/\/lkyspp.nus.edu.sg\/ips\/rric\/publication\/why-dei-training-often-falls-short-unpacking-structural-and-behavioural-barriers-to-behavioural-change\/","title":{"rendered":"Why DEI Training Often Falls Short: Unpacking Structural and Behavioural Barriers to\u00a0Behavioural Change\u00a0"},"content":{"rendered":"\n<p>Diversity,&nbsp;Equity&nbsp;and Inclusion (DEI) training has become a familiar fixture in organisations&nbsp;globally.&nbsp;Schools, corporate offices, and community organisations increasingly rely on such&nbsp;programmes to manage rising demographic diversity.&nbsp;Yet, despite their widespread adoption, DEI initiatives have been criticised for&nbsp;failing to produce&nbsp;meaningful behavioural change.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In fact, they are often viewed as symbolic, performative gestures that,&nbsp;though well-meant, do not engender substantive change in working environments.&nbsp;<\/p>\n\n\n\n<p>In Singapore, where multiculturalism forms a core pillar of our national identity, this gap between&nbsp;intent and impact carries significant consequences that extend beyond workplace culture to broader&nbsp;social cohesion.&nbsp;<\/p>\n\n\n\n<p><strong>Three Challenges<\/strong><strong><\/strong>&nbsp;<\/p>\n\n\n\n<p>One key issue associated with DEI training is in its design, in which many programmes prioritise&nbsp;theory over practice. Theoretical frameworks such as social identity theory, unconscious bias, and&nbsp;goal-setting theory are&nbsp;frequently&nbsp;introduced to explain why prejudice occurs. Though useful, this&nbsp;knowledge&nbsp;alone is insufficient in equipping participants with the&nbsp;requisite&nbsp;skills to navigate social&nbsp;situations sensitively.&nbsp;<\/p>\n\n\n\n<p>Evaluations of DEI workshops support this observation. Many participants leave with a heightened&nbsp;awareness of diversity-related&nbsp;issues, but&nbsp;struggle to translate such awareness into action. This&nbsp;disconnect is compounded by lecture-heavy formats that increase knowledge but do little to&nbsp;meaningfully reshape individual habits.&nbsp;<\/p>\n\n\n\n<p>A second challenge concerns the structure of participation. For DEI training programmes to be&nbsp;effective, it must foster meaningful intergroup contact. Interventions which create opportunities for&nbsp;intergroup&nbsp;contact&nbsp;have reduced&nbsp;prejudice and promoted&nbsp;more inclusive attitudes.&nbsp;<\/p>\n\n\n\n<p>However, many training programmes are not designed with this mind.&nbsp;Sign-up\u2013based programmes attract individuals already inclined toward DEI-related issues, leaving out&nbsp;those whose behavioural change may have a more significant impact on workplace culture.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Consequently,&nbsp;participants from minority groups are often over-represented. While this creates supportive&nbsp;spaces for sharing experiences, it does little to engage those who influence workplace norms the most.&nbsp;Similarly, when individuals in positions of authority are excluded, training efforts lose traction.&nbsp;Organisational culture is shaped by decision-makers, and&nbsp;bypassing them limits the potential for&nbsp;sustained change.&nbsp;<\/p>\n\n\n\n<p>Third, personal agency can hamper or elevate the effectiveness of such programmes.&nbsp;Self-determination theory suggests that behavioural change is more sustainable when individuals feel&nbsp;intrinsically motivated rather than compelled. When programmes adopt a prescriptive tone by&nbsp;dictating what participants should think or feel, they can backfire. Some participants disengage, and&nbsp;others&nbsp;may become even more resistant than before.&nbsp;<\/p>\n\n\n\n<p>By&nbsp;contrast, training that&nbsp;stresses&nbsp;personal choice, collaboration, and the development of&nbsp;interpersonal skills tends to be more effective. When people are invited to&nbsp;participate, rather than&nbsp;instructed to comply, inclusive behaviours are more likely to take root and last.&nbsp;<\/p>\n\n\n\n<p>Finally, one of the most significant obstacles to effective DEI training lies in its structure as a one-off&nbsp;engagement. Many organisations expect single-session workshops to spark long-term transformation.&nbsp;However, behavioural change is iterative. It requires repeated exposure, multiple opportunities to&nbsp;exercise&nbsp;taught&nbsp;skills&nbsp;into&nbsp;practice, as well as&nbsp;offer&nbsp;space for self-reflection.&nbsp;<\/p>\n\n\n\n<p>Though&nbsp;singular&nbsp;sessions may temporarily raise awareness, these gains often dissipate without&nbsp;reinforcement. Worryingly, many evaluations of DEI training rely on immediate post-training self-report measures, which may reflect social desirability rather than genuine learning. Without ongoing&nbsp;efforts to sustain engagement, the impact of DEI training is likely to remain superficial.&nbsp;<\/p>\n\n\n\n<p>Taken together, these challenges reveal why conventional DEI training often falls short despite&nbsp;its&nbsp;positive&nbsp;intentions. Awareness alone does not change habits; conceptual understanding does not guarantee&nbsp;inclusive behaviour; and policy compliance does not guarantee cultural change.&nbsp;<\/p>\n\n\n\n<p>In Singapore, where racial and religious diversity is ever-increasing, DEI training must be culturally&nbsp;attuned and&nbsp;behaviour-oriented. Programmes must move beyond awareness-building to cultivate the&nbsp;interpersonal competencies and reflective dispositions&nbsp;required&nbsp;for sustainable workplace inclusion.&nbsp;<\/p>\n\n\n\n<p>This is the gap that the Institute of Policy Studies Programme on Race, Religion and Intergroup&nbsp;Cohesion (IPS RRIC)&nbsp;seeks&nbsp;to address. Instead of replicating generic DEI models, IPS RRIC&nbsp;culls from&nbsp;more than&nbsp;a decade of empirical research on Singapore\u2019s intergroup dynamics to design training&nbsp;schemes&nbsp;which&nbsp;are&nbsp;locally grounded and contextually sensitive.&nbsp;<\/p>\n\n\n\n<p>The use of immersive technologies (such as&nbsp;VR simulations, biometric&nbsp;feedback&nbsp;tools&nbsp;and the like)&nbsp;in IPS RRIC&nbsp;training programmes ground participants\u2019 learning in lived&nbsp;experiences, and&nbsp;encourages participants&nbsp;to critique their biases while developing empathy. Guided reflections, structured&nbsp;dialogues&nbsp;and scenario-based exercises also allow participants to practice responding to sensitive interactions,&nbsp;thereby bridging the gap between conceptual understanding and behavioural application.&nbsp;<\/p>\n\n\n\n<p>By combining empirical grounding, innovative&nbsp;pedagogy&nbsp;and a deep understanding of Singapore\u2019s&nbsp;socio-cultural context, IPS RRIC offers a model of DEI training capable of overcoming the&nbsp;longstanding challenges that have limited similar programmes internationally.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In doing so, IPS RRIC&nbsp;seeks&nbsp;to transform DEI from a procedural exercise into a culture of shared responsibility and&nbsp;routine&nbsp;inclusive
