About The Programme

Inclusive, participatory policymaking isn’t just ideal; it’s essential. By drawing in diverse voices, it leads to more equitable, effective, and trusted outcomes.

Through hands-on, interactive sessions, this programme equips participants with practical tools and frameworks to engage a broad spectrum of stakeholders and navigate complex policy terrain.

Blending theory with real-world application, participants will sharpen their skills, expand their perspective, and learn to co-create policies grounded in lived experience and societal insight.

Target Audience

This programme is designed for:

  • Policy officers or analysts who manage public engagement roles or policy co-creation initiatives.
  • Policy consultants, community-based organisations, non-profits and NGO  who are managing public communication roles or citizen engagement initiatives.
  • Any individuals and professionals who are interested to learn about meaningful citizen engagement that goes beyond consultation methods.

Programme Format

  • This will be an on-campus programme that consists of lectures, group activities, and panel discussions with faculty. 
  • Attendance for all in-person sessions is compulsory. 
  • Maximum class size of 30 people. 

At the end of this programme, you will be conferred a Certificate of Completion.

CHERYL CHUNG, Senior Director (Insights and Strategy), The Majurity Trust

A seasoned public sector futurist, Cheryl has two decades of experience working with senior decision makers in Singapore and the region to identify trends, understand policy implications, create alternative scenarios and develop strategies to prepare for the future. She is an experienced and sought-after practitioner, educator, coach and speaker across the public, private and academic sectors. Her main focus is the intersection of technology, economic and regulatory policy. Cheryl is currently Senior DIrector (Insights and Strategy) at The Majurity Trust. Previously, she was the Head of Singapore for Kantar Public, a world-leading independent specialist research, evidence and advisory business focussed on the public realm. She joined Kantar Public from the Lee Kuan Yew School of Public Policy where she led strategic planning and government relations, and then as the Programme Director for Executive Education Singapore Futures, overseeing the Singapore and Open Enrolment markets, as well as establishing the School’s Futures training and consulting practice. She spent the majority of her career in the Singapore Government, working across policy, strategy, and futurist roles in various economic and infrastructure agencies, including the Ministry of Trade and Industry, the Centre for Strategic Futures (under the Prime Minister’s Office), and the Ministry of Transport.

LEWIS LIU, Director, Crowdsense

Lewis Liu has dedicated the past decade to making an impact across the public, private, and non-profit sectors, helping organizations engage stakeholders, identify emerging trends, and develop strategies. His expertise is in futures thinking, stakeholder engagement and improv. At the Ministry of Culture, Community, and Youth (MCCY), Lewis designed and facilitated training for over 300 Engagement and Communications officers. He led two major citizens’ panels, including the engagement on National Symbols, the first to directly influence legislative changes. At the Prime Minister’s Office, he helped public agencies be better prepared for the future through Scenario Planning. In the private sector, Lewis worked at Grab, collaborating with regulators to establish legislation maintaining trust and safety standards in the point-to-point transport industry. In the non-profit sector, he served as Senior Strategist at Forum for the Future, leading multi-stakeholder projects to tackle sustainability challenges. He continues to advocate for more stakeholder engagement through his consultancy, Crowdsense
