About The Programme

Instead of predicting a singular future, Futures Thinking provides decision-makers with the capabilities to develop strategies that can explore multiple future scenarios and prepare for diverse options. It aims to improve your decision-making capacity so you can contribute more fully to your organisation.

“Futures Masterclass: Foresight to Policy” will take participants through fundamental Futures Thinking frameworks and methodologies and apply them to real-world futures projects. Participants will benefit from a practice-oriented experience, bringing their real-life problems to the classroom which they will tackle with a Futures Thinking lens.

We encourage participants to attend the programme in teams to enable collaborative work on your own organisation’s Futures challenges.

Learning Outcomes

  • Understand the philosophical underpinnings of Futures Thinking and their importance in the policy cycle and/or organisational strategic planning. 
  • Learn about the Scenario Planning method, and the futures tools and frameworks that augment it.
  • Analyse and anticipate past and future trends, uncover hidden biases and assumptions to enable thinking about the future more creatively. 
  • Work on your own real-world challenges with the guidance of local and international experts.
  • Develop personal practice as a futures practitioner.

          Target Audience

          This programme is designed for:

          • Policy analysts, researchers, managers and domain specialists who have responsibilities for long-term strategic and policy formulation for their organisations.
          • Middle and senior level managers who might be commissioners and end-users of futures products such as scenarios and horizon-scanning reports.

          Programme Format

          • A combination of online live sessions, pre-recorded lectures, fieldwork and coaching sessions.
          • Pre-recorded lectures and pre-readings will be released one week before the live session and you may complete them at your own flexibility.
          • Fieldwork and coaching sessions will be arranged separately between your assigned facilitator and team. There will be a one-hour onboarding coaching session in the week before the first live lecture (i.e. week of 14 April 2025). 
          • You may expect a total maximum commitment of 10 hours a week.
          • Maximum class size of 40 people.

                At the end of this programme, you will be conferred a Certificate of Completion.

                CHERYL CHUNG, Executive Education Senior Fellow

                A seasoned public sector futurist, Cheryl has two decades of experience working with senior decision makers in Singapore and the region to identify trends, understand policy implications, create alternative scenarios and develop strategies to prepare for the future. She is an experienced and sought-after practitioner, educator, coach and speaker across the public, private and academic sectors. Her main focus is the intersection of technology, economic and regulatory policy. Cheryl is an Executive Education Senior Fellow at the Lee Kuan Yew School of Public Policy and concurrently the Senior DIrector (Insights and Strategy) at The Majurity Trust. Previously, she was the Head of Singapore for Kantar Public, a world-leading independent specialist research, evidence and advisory business focussed on the public realm. She joined Kantar Public from the Lee Kuan Yew School of Public Policy where she led strategic planning and government relations, and then as the Programme Director for Executive Education Singapore Futures, overseeing the Singapore and Open Enrolment markets, as well as establishing the School’s Futures training and consulting practice. She spent the majority of her career in the Singapore Government, working across policy, strategy, and futurist roles in various economic and infrastructure agencies, including the Ministry of Trade and Industry, the Centre for Strategic Futures (under the Prime Minister’s Office), and the Ministry of Transport.
