About The Programme

This course delves into the intricacies of policy design, focusing on the development of effective policies in the face of socio-economic and political challenges. Participants will enhance their theoretical understanding and practical skills for navigating the policy design process, particularly during crises. The curriculum addresses the political nature of policy problems, the essential capacities required for effective design, and the selection of appropriate policy instruments. Emphasis will be placed on integrating evaluation throughout the policy process to ensure robustness and adaptability. Key themes include the political foundations of policy design, the necessity of robust solutions for collective issues, and the interplay between policy instruments and implementation. Through discussions and hands-on working groups, participants will learn to approach policy design as both a conceptual framework and a practical methodology for achieving governance objectives.

This programme is run in partnership with the International Public Policy Association (IPPA). Founded in 2014, IPPA is an international scholarly association dedicated to the advancement of public policy through the collaboration of scholars in different parts of the world.

The main goals of the IPPA include promoting scientific research in the field of public policy and organizing events to bring together the international academic community. While it was initially conceived to organize the International Public Policy Conference (ICPP), the association has expanded its activities and undertaken an increasing number of projects such as the International Workshops on Public Policy (IWPP), the Seasonal Schools on Public Policy for PhD students and the Executive Schools on Public Policy for practitioners. Additionally, the association aims to provide the international academic community with resources for the policy field through its website and newsletters and the Public Policy Networks it hosts. IPPA also supports public policy research by publishing an online open-access academic journal, the International Review on Public Policy.

The Association is a non-profit organization governed by the French law. It is managed by a College, an Executive Committee, a President, a Secretary-General, a Treasurer, and 4 Vice-Presidents. The IPPA has around 1500 individual members from more than 70 countries and is supported by more than 60 Institutional Members.

Learning Outcomes

  1. Enhance analytical skills to critically assess complex policy issues and articulate appropriate responses.
  2. Identify & evaluate necessary analytical, operational, and political capacities for effective policy design.
  3. Apply policy design principles to real-world scenarios, adapting strategies to varying governance arrangements and crisis situations, as well as specific socio-economic and cultural contexts.
  4. Integrate evaluative logic into the policy design process to enhance policy outcomes.
  5. Reflect on the policymaker’s role and influence in the policy-making process, especially in problem definition and stakeholder engagement.
  6. Develop strategies for robust policy design that can withstand socio-economic and political turbulence.

Target Audience

Mid to senior policymakers, public administrators, elected officials, policy analysts, NGO leaders interested in deepening their awareness and knowledge on the complexity of policy design and in enhancing their skills in designing policies that can really work.

It aims to equip participants from diverse countries with practical insights and methodologies to navigate the complexities of policy formulation and implementation in crisis-prone environments.

Programme Focus & Format

The programme focuses on enhancing the skills and knowledge of policymakers in the complex field of policy design, particularly in the context of socio-economic and political turbulence. It emphasizes the importance of understanding the political foundations of policy issues, identifying necessary types of capacities for effective design, and selecting appropriate instruments tailored to specific contexts. Additionally, the course integrates evaluation as a central element throughout the policy design process, fostering both theoretical understanding and practical application through collaborative learning and real-world case studies. By equipping participants to navigate challenges and create robust policies, the programme aims to strengthen their roles in effective governance.

 

  • This will be an in-person programme that consists of lectures, group activities, site visit, and discussions with faculty.

    Prof. Gilberto Capano, Member of the Executive Committee, International Public Policy Association & Professor of Political Science and Public Policy at the University of Bologna

    Prof. Giliberto Capano is a Professor of Political Science and Public Policy at the University of Bologna, where he was Dean of the Faculty of Political Science. He is one of the editors of the prestigious and highly-ranked journal Policy & Society. He was a member of the Executive Committee of the International Political Science Association (2009-2014) and of the Executive Committee of the European Consortium of Political Research (2018-2024). In 2014, he was one of the 12 founders of the International Public Policy Association, of which he is still a member of the Executive Committee. He specialises in public administration and public policy. His research focuses on governance dynamics and performance in higher education and education, policy design and policy change, the impact and performance of policy instruments, the social role of political science, the policy impact of Covid-19, and leadership as an embedded function of policy making. He has (co-)authored eleven monographs and (co-)edited seventeen books, his work in has been published in the leading international journals of public policy and public administration, and he is ranked in the top 2% of the world's most impactful scholars by the Standford Ranking. He has acted as a consultant and reviewer for various Italian public administrations and has taught executive courses for the National Schools of Public Administration of various countries, such as Italy, Brazil, Spain, Portugal, Australia and Italy.

    Dr. WOO JUN JIE, Senior Lecturer, Lee Kuan Yew School of Public Policy

    Jun Jie (JJ) is a Senior Lecturer at the Lee Kuan Yew School of Public Policy in the National University of Singapore, where he was also previously Senior Research Fellow at the Institute of Policy Studies. He has previously held faculty and research positions at the Education University of Hong Kong, Nanyang Technological University and the Singapore University of Technology and Design. From 2016 to 2017, he held the prestigious Rajawali Fellowship at the John F. Kennedy School of Government, Harvard University. JJ holds a PhD in Public Policy from the National University of Singapore and an MSc in International Political Economy from Nanyang Technological University. His research is centred on the study of global cities in Asia, with a strong focus on urban governance, policy design and economic development. He is the author of several books on the emergence and development of global financial hubs in Asia.
