About The Programme

As HPB develops its next 5-year strategic plans and addresses emerging business needs, there are several key capabilities that the organization aims to enhance. One of these is incorporating upstream citizen-centric considerations into HPB’s programme designs, focusing on behavioural science. Using behavioural science and insights, HPB strives to design holistic behavioural and educational interventions promoting health and well-being.

Programme Focus

This programme provides participants with a comprehensive introduction to behavioral science in health, focusing on foundational concepts, key theories like the Health Belief Model and Theory of Planned Behavior, and their practical applications in public health. Participants will learn to apply behavioral insights through case studies on initiatives such as vaccination programs, smoking cessation, and dietary interventions. The programme emphasizes the importance of managing behavioral insights initiatives, covering planning, implementation, and evaluation processes. Additionally, it explores how to institutionalize behavioral insights within organizations by embedding these practices into organizational culture, processes, and decision-making frameworks, enabling sustained and impactful behavioral change.

Leong Ching, Vice Provost (Student Life), Dean of Students (Office of Student Affairs) and Associate Professor Lee Kuan Yew School of Public Policy, National University of Singapore

Leong Ching's work lies in making sense of apparently irrational environmental behavior, whether poor decision-making relating to water use in households, risk taking in drinking recycled water, investing in water utilities, to building dams and managing rivers. She uses narratives, perceptions and stories to understand collective public behavior, and how these provide elements of environmental identities. Her research is premised on the idea that an environmental identity emotionally and cognitively connects an individual’s perceptions, beliefs, values and habits with elements of the natural environment. Leong Ching has a Phd In Public Policy from National University of Singapore and graduate degrees in philosophy, information technology and journalism. She has previously worked as a newspaper and television reporter.

REUBEN NG, Assistant Professor, Lee Kuan Yew School of Public Policy

A Fulbright Scholar, Dr. Reuben Ng trained as a behavioural scientist at National University of Singapore, Oxford and Yale. He spent 16 years in government, consulting, and research. In government, he was in the Prime Minister’s Office driving evidence-based policymaking through data analytics and Singapore's Smart Nation strategies. In consulting, he co-built the advanced analytics practice at a top firm, and implemented complex analytics capabilities across industries (e.g., government, banking, consumer goods) and functions (e.g., strategy, HR, operations). He teaches courses on data analytics, behavioural insights, and policy innovation, and works with senior executives (C-suite) on their organisations’ transformation strategy. He serves on the advisory boards of agencies in finance and homeland security. Reuben is an expert in successful ageing, preventive health, psychometrics, the skills gap, and culture. He is credited with creating innovative techniques to measure societal perceptions/stereotypes that are applied to policy, and program evaluation. He is the first Singaporean to receive the International Fulbright Science and Technology Award, the first non-British recipient of the UK Social and Economic Research Council (ESRC)’s Neville Butler Prize (runner-up) awarded at the Houses of Parliament in London, and the youngest winner of an Early Research Career Award from the International Council of Psychologists.

Sandra Lim, Managing Director, Verian

Sandra, as Managing Director of Verian (formerly Kantar Public), brings over two decades of expertise in policy and social research consulting. Her focus areas include behavioral communications, public engagement, program evaluation, and data analysis within sustainability contexts. She plays a crucial role as a senior advisor on social, policy, and sustainability issues for government, non-profit sectors, institutions, and foundations. Actively involved in the research industry, Sandra previously served as President of the Market Research Society Singapore (MRSS). She shares her knowledge through teaching roles at institutions such as Lee Kuan Yew School of Public Policy (LKYSPP), Singapore Management University, and Republic Polytechnic. Beyond her professional commitments, Sandra is dedicated to community building and advocacy for diversity, equity, and inclusion. She serves as a board advisor at Ecoworks and as a board member at the Caregiving Welfare Association (CWA). Her versatile roles span advising, strategizing, training, facilitating, writing, and volunteering, all guided by evidence-based decision-making to foster a sustainable future, as detailed in her blog. Robert McPhedran, APAC Senior Director, Behavioural Insights & Communications

Rob is a seasoned social researcher, having worked in Australia, Singapore and the United Kingdom on public sector communications, behavioural insights and programme evaluation studies for more than a decade. In his current role as APAC Head of Behavioural Insights and Communications, Rob supports the Behavioural and Communications teams across the region, both in terms of offer development and delivery. In particular, Rob helps the teams apply different research and experimental methods to answer policy questions across domains. Prior to his current role, Rob worked as a Senior Director in Kantar Public UK’s specialist Research Methods team, where he supported the Public Sector Communications team and the Behavioural Practice. He was an important contributor to the success of both teams: for the former, he oversaw the embedment of advanced analytics in the communications evaluation offer; for the latter, he co-built the online experimentation platform, Behaviour Change Lab. He also supported the Behavioural Practice in delivery from their rapid growth from a team of four to more than 20 full-time employees. Prior to his time in the Kantar Public UK business, Rob worked at Ipsos Public Affairs. While working in Singapore, Rob formed and was the service line leader for the Public Affairs team, leading the team to significant significant growth, both financially and in terms of profile. While in Singapore, Rob worked with multiple ministries, including MCCY, MCI, MOH and MSF; he also worked with statutory boards including NAC, PUB, WSG, CSC, IMDA and others. Rob’s work has been featured at conferences (for example, the inaugural Behavioural Public Policy conference) and published in peer-reviewed journals such as Economics Letters and BMC Public Health. He holds a Bachelor of Psychology (Hons) from the University of NSW, a graduate diploma in Applied Statistics from Macquarie University, and recently completed a MSc in Behaviour Science at the London School of Economics and Political Science.

Denise Ong, Director, Behaviour Change & Experience Design, Verian

Denise has 14 years’ experience of applying behavioural insights and human-centred design to drive social change, design and transform public services, spaces & experiences, and build citizen engagement. As a public health graduate and global nomad, Denise has provided consultancy, research and mentoring to a range of public and third sector organisations, including the Department of Health England and the Hong Kong Department of Health. Since joining Kantar Public, she has led a variety of human-centred design / change projects in the areas of civic engagement, health, home maintenance, inclusion & diversity, financial health, and lifelong learning. She is an experienced facilitator, having delivered online / offline / hybrid workshops and public engagement sessions with diverse participants, such as senior-level stakeholders, frontline service / programme staff and members of the general public (including youths and persons with disabilities). Denise has extensive experience of building behaviour change capacity and skills within partner / client organisations, through delivering a combination of training workshops, onsite mentoring and offsite consultancy from project start to finish. She leads the development of Kantar Public’s executive education programme, Mastering Behaviour Change in a Changing World, delivered annually in Singapore in partnership with the Lee Kuan Yew School of Public Policy. Prior to joining Kantar Public, Denise worked at ACCESS Health International, a think tank committed to driving collaboration and innovation in health and ageing via accelerator programmes and co-industry platforms. She also previously worked at The NSMC (the UK's centre of excellence for social marketing and behaviour change) and Consumer Futures (the UK's statutory consumer body). Denise holds a BA in Molecular, Cellular and Developmental Biology from Yale University, and an MSc in Public Health from the London School of Hygiene and Tropical Medicine.

Wen Wei, Consultant, Behavioural Analytics & Evaluation, Verian

Wen Wei is a Consultant under the Policy Data Analytics team in Kantar Public. Before joining Kantar Public, Wen Wei was with the Economics Unit at the Land Transport Authority (LTA) where he focused on applying Behavioural Science to augment policymaking. He has conducted studies on the psychology of various commuter segments, implemented “soft” interventions to shift transport intentions and behaviour, and supported cross-domain research (e.g. environmental sustainability within the Public Service) with other agencies and ministries. To establish the Behavioural Science practice within LTA, Wen Wei co-founded a workgroup called the LTA Behavioural Experts (B.E.) Hive to advocate and demonstrate the usefulness of human-centric problem-solving, consulting for engineering / ops, promotional / marcomms, architecture, transformation, and human resource divisions. In 2022, Wen Wei co-authored a think piece on Green Transport in the Civil Service College’s (CSC) Ethos magazine, and presented his team’s research at the Behavior, Energy & Climate Change (BECC) Conference in Washington DC. He is currently co-authoring several peer-reviewed articles (e.g. Narrative Gamification, Perceived Accessibility) alongside LTA and the National University of Singapore. Wen Wei is well-versed in survey and experimental methods. He has designed and implemented numerous online surveys (on Psytoolkit, Qualtrics, SurveyMonkey, FormSG platforms) and field trials (e.g. LTA OneEarth Challenge 2021, RCT on self-nudges for car drivers), possessing a healthy experience with data analytics (e.g. difference-in-difference regressions, generalised linear models, cluster analysis, multilevel modelling, factor analysis). Wen Wei has also facilitated focus group / brainstorming discussions, and given / moderated guest lectures / talks related to behavioural science. In 2019, Wen Wei graduated with a B.A. (Honours) in Psychology and a minor in Physical Sciences, from Yale-NUS College. His final-year thesis on framed appeals for blood donation was featured at CSC’s 2019 Behavioural Economics Symposium.
