About The Programme

Short-sighted mindset tends to prevail in times of converging crises. Without an understanding of the possibilities looming ahead, a long-time horizon and a visionary approach, action is diluted to reaction. Overly short-term and reactive approaches are specifically risky at a time when governments around the world are striving to become proactive and preemptive. The good news is that several approaches to anticipatory governance have already been developed. We welcome you to join us and explore how globally leading practitioners master anticipatory governance and lead future-oriented policymaking.

This programme will bring together the accumulated international expertise from countries with the some of most mature foresight systems known for their innovative approach to policy.  The masterclass is hosted and facilitated by the Lee Kuan Yew School of Public Policy and the think tank Demos Helsinki. Both work closely with policymakers and have extensive expertise developing public anticipatory capabilities in Singapore and Finland.

Target Audience

This programme is tailored for policymakers, government innovators and civil servants with a genuine interest in anticipatory governance, policy innovation and looking to improve their capacity to drive forward future-oriented policymaking. The training is for both experts that are already or soon will be using and developing foresight in their work – and executives looking to become more proactive, strategic and preemptive in their positions. You may apply individually or as a team.

Participants from diverse backgrounds are encouraged to register. You will benefit of having a basic understanding of foresight eg. through academic studies or practical application but this is not a requirement for registering.

CHERYL CHUNG, Executive Education Senior Fellow

A seasoned public sector futurist, Cheryl has two decades of experience working with senior decision makers in Singapore and the region to identify trends, understand policy implications, create alternative scenarios and develop strategies to prepare for the future. She is an experienced and sought-after practitioner, educator, coach and speaker across the public, private and academic sectors. Her main focus is the intersection of technology, economic and regulatory policy. Cheryl is an Executive Education Senior Fellow at the Lee Kuan Yew School of Public Policy and concurrently the Senior DIrector (Insights and Strategy) at The Majurity Trust. Previously, she was the Head of Singapore for Kantar Public, a world-leading independent specialist research, evidence and advisory business focussed on the public realm. She joined Kantar Public from the Lee Kuan Yew School of Public Policy where she led strategic planning and government relations, and then as the Programme Director for Executive Education Singapore Futures, overseeing the Singapore and Open Enrolment markets, as well as establishing the School’s Futures training and consulting practice. She spent the majority of her career in the Singapore Government, working across policy, strategy, and futurist roles in various economic and infrastructure agencies, including the Ministry of Trade and Industry, the Centre for Strategic Futures (under the Prime Minister’s Office), and the Ministry of Transport.

MIKAEL SOKERO, Senior Expert, Demos Helsinki

Mikael Sokero is a senior expert and lead trainer in the Transformative Governance team and manages the public sector capacity building project portfolio. He specializes in strategic foresight, experimentation and agile governance. In his work at Demos Helsinki, he designs and facilitates various learning modules on the use of foresight and agile methodologies, and anticipatory leadership for senior executives. Besides trainings, Sokero provides strategic advise for building anticipatory governance systems and agile governance practices to governments around the world. Moreover, Mikael Sokero has extensive expertise in innovation system design, public sector innovation and designing and planning of strategic interaction between researchers and stakeholders. He has also provided strategic advice for universities, especially to enhance cooperation between knowledge-producers and the users of knowledge. Sokero has a master’s degree of social science from the University of Helsinki, majoring in International Development.
