Profile

Dr Hoe Su Fern is an Adjunct Research Fellow at the Institute of Policy Studies. 

Dr Hoe received her PhD from the School of Culture and Communication at University of Melbourne in 2011. Her thesis focused on the governance of the creative industries in Singapore and Taiwan.

Prior to joining IPS, she held appointments in the Ministry of Communications and Information as well as the Supreme Court. She has also taught in the areas of Cultural Studies and Media and Communications in Singapore and Australia. 

Research Interests

Arts and cultural policy, critical cultural policy studies, arts and urban spaces, community arts.
