Profile

Gambhir is Technical Advisor for Governance at the Asian Development Bank in Manila. Prior to joining the Bank in 2005, he was Senior Advisor in the New Zealand public service. He has more than 25 years of experience in governance and public sector management in advisory, policy planning, and program development and management realms across 4 continents. He has taught at National University of Singapore (Department of Political Science) and been affiliated (for short or long term engagements) with academic institutions such as University of Pittsburgh (International Management Development Institute, University Center for Social & Urban Research); Carnegie Mellon University, Australia; Duquesne University (Donahue Graduate School of Business); Victoria University of Wellington (School of Government); Singapore Institute of Management (Open University Business School, UK); The Open Polytechnic of New Zealand (School of Business); and others. His consultancies have been with, among others, Singapore Civil Service College, Pittsburgh City Planning Department, Asian Development Bank, and the United Nations in several countries.
