Collaborative Flood Risk Management through Sustainable Drainage Systems (SUDS): Lessons from Leicester, United Kingdom

Synopsis:

The United Kingdom has experienced devastating floods in the past 15 years. Since the passing of the United Kingdom’s Water and Floods Act in 2010, surface water flooding is managed at the local level.  As the Lead Local Flood Authority, Leicester City Council is directly responsible for managing flood risk from surface water, groundwater and ‘ordinary watercourses‘ . The Council has a statutory duty to investigate flooding incidents and develop, maintain, implement and monitor a local strategy for managing flood risk. This includes the need to share data and collaborate closely with partner agencies. Such collaboration, however, requires resources, willingness to engage with each other and the right institutional set up. Taking sustainable drainage systems (SUDS) as an example, and based on a recently conducted fieldwork, this talk will discuss the constraints and opportunities for collaborative flood risk management approaches in Leicester and offer lessons for understanding collaborative action more broadly.

Dr. Farhad Mukhtarov

Research Fellow, Utrecht University, The Netherlands and Adjunct Senior Research Fellow at the Institute of Water Policy, Lee Kuan Yew School of Public Policy, National University of Singapore.

Dr. Farhad Mukhtarov is a public policy scholar specialised in studying water resources and the environment. He has over 10 years of research experience and worked in The Netherlands, United Kingdom, Hungary and Azerbaijan. His work has appeared in numerous international peer-reviewed journals including Environmental Science & Policy, Policy Sciences, Global Governance, Globalizations, and Policy & Politics and edited volumes with major university presses, such as the Oxford University Press. 

Dr. Mukhtarov is currently a Researcher at Environmental Governance Group, Copernicus Institute of Sustainable Development at Utrecht University, The Netherlands; and an Adjunct Senior Research Fellow at the Institute of Water Policy, Lee Kuan Yew School of Public Policy, National University of Singapore. Farhad received his Ph.D. in Environmental Sciences and Policy from Central European University in 2009. In 2007-2008, Dr. Mukhtarov served as a FCO Chevening Scholar at the Oxford University Centre for the Environment.
